You could do this by creating a custom role via:

Site administration > Users > Permissions > Define roles

Click "Add a new role" on this page. You will be able to select an existing role to base it on, or you can create the role from scratch.

The user would have to at least have the following permissions:

  • Enrol users
  • Manage user enrolments
  • Create users
  • View user profiles
  • Edit user profile
  • View courses without participation

Note that the role would have to be able to view courses in order to enrol users on them. Also, I do not believe it would be possible to limit which users the role could edit.

Also, there is a standard "Manager" role already defined, which is essentially a limited administrator, though a manager has wider roles than what your asking for.
