My moodle version: 3.3+ (Build: 20170629)
I am using Boost as my theme. I need to do two things:
1) Disable this phrase ("Is this your first time here?") completely. It appears in the login page.
(I tried >>THIS<< but to no avail)
2) I want the instructions to appear to the RIGHT of the login / password block. Currently it appears below these fields.

1. Check your language pack: https://moodle.org/mod/forum/discuss.php?d=237236
2. I'd have a play with the custom css in your theme. Right-click and select "Inspect element" on the elements on your login page (in Firefox or Chrome) to check the current css and have a look if it can be changed. Or maybe someone already has the custom css to apply?

The phrase itself can be found in the language pack (Site administration > Language > Language customisation). Look for the component 'core' and the string 'firsttime'.
As far as the signup bit is concerned, this is a themes thing, if you want to display it to the right of the login form instead of below it.
