Moodle 3.3+ (Build: 20170519) - Boost Theme (2017051500)
I'm not sure of the way the Dashboard works so this may be a daft question but would we expect to see a degradation in speed for users who are enrolled on lots of courses due to Activity Completion Tracking having to update lots of information in their dashboards?

It is possible, however have you checked to see if CRON has been set up correctly? This should be performing a systems clean up every few minutes?

just a thought...have you tested this in the clean theme? if it works better that this could be a BUG in the Boost theme templates which can slow the page load down.
