User password resets only working for some, not all users

Good morning

I am using Moodle 3.2.3 and have been experiencing some issues with users requesting to reset their own passwords via our log-in page.  The vast majority of users are able to reset their own password and receive the email informing them of their new details (it sometimes reaches their spam, but generally at least reaches them).


However, I have a number of users who have tried repeatedly to reset their passwords and never receive an email, neither to their inbox nor spam folders.  I have tried to replicate this with test accounts without success.


Has anyone else had this issue where a user has not received the email, despite it working for the majority of users?


Please can someone advise me as to the steps I should take to try remedy the situation, as this is clearly causing some of our users issues we'd like to avoid.
