I can't get rid of "Keep the 1 highest values"

I'm using a clean install of 3.3.

Attempting to create a simple course with 5 quizzes - each as their own topic.  I've been struggling on the grading.  The Course total always wants to use the Highest Value of any quiz as the course total.  Any grades that are below the "highest" are simply dropped.

In order to demonstrate, I created a simple Test course with 2 topics.  Each topic has a quiz with 2 multiple choice questions with options each 100%, 50% and nothing.

I've tried with "Natural", "Mean of Grades" and "Simple weighted mean of grades" and they all have the pesky "Keep the 1 Highest Values" that drop all quiz results except for the highest grade -- which applies the 100% Calculated weight and drops other quiz results.

I've attached an image of screenshots in an attempt to demonstrate.

It has to be some setting somewhere but I simply can't find it.

(Note" I realize I could force a calculation of total grades divided by 2 (or 5 in my real course) but the grade user report would still show incorrect information for the non-highest quizzes.)
