Hello,
I have noticed that Competency isn't marked competent on the course Competency breakdown -report when manager grades it from the learning plans block. Is this just a case of bad impelmentation in Moodle?
I have made a bug issue here;

But I'm not sure if it is a bug or just a case of bad implementation that leaves course teachers in the blind.
to repeat:
1. Grade student 1's competency X as a manager from the learning plans -block
3. As a teacher open reports -> competency breakdown and search for student 1.
4. See how the competency you graded is still "not rated" on the report.
Tested on: Moodle 3.3.1+ (Build: 20170714) and Moodle 3.1.6 (Build: 20170508)
