Moodle 3.2.2 Download opening in browser

Hi

When I download from grades everything works OK, I can select the format and save.

If I download from Bulk User Actions or Logs, I get the download option and no matter what I select it does not download, what happens instead is that it opens in the browser, CSV files look like TXT, but they are not, I selected and saved as TXT, didn't open in Excel. If you select ODT you get symbols.

I'm thinking some sort of setting is corrupt, however as a novice to intermediate user, I could do with some assistance please.

Hello,

I was facing the same problem with bulk download. All bulk download was opening in browser instead of file download. In my case changing the theme was fixed the problem. It seems if some plugins does not communicate correctly with Moodle core, then such problem occurs.
