The "All responses" link should show up if the conditions I previously mentioned are in place. But I would suggest you submit the ones in progress so that the "Resume" link is not showing. That will at least rule that out.
You can also use the "Check permissions" list in the questionnaire admin menu to verify that the capabilities are what you expect for the specific questionnaire.
