I can't find the Boost theme on this site. Is there a repo where I can download it?

It is a core theme that comes with Moodle itself.

Boost is a default theme, when you install moodle, you see first time of moodle. that is a boost theme.
If you use anther theme and to apply boost theme.
you can find boost theme in below path.
Administration -> Site administration -> Appearance -> Theme selector -> click on "change theme"
