is sort of like a 'nag' ... eventually, all admins of a Moodle instance inquire IF they should upgrade or not, etc. Many upgrade without checking their servers environment as that link to check the environment is under Site Admin -> Server -> Environment.
It sure would be a plus ... for all Moodle admins ... experienced and noobies ... if the link to check the environment was in the 'nag'. The link will show in the EMail as well as online.
If anyone is going to pay attention to the 'we strongly recommend ... ' pitch, then admin level user needs information that pertains ... and one of these days ... Moodle really does need a way to update moodle code right inside the Moodle Admin interface. That's to start ... later, hopefully soon, a way to 'upgrade' a moodle inside the Moodle Admin interface.
Right now, one can do this via language pack editing - which is what was done in attached screen shot ...
