Limit number of students a teacher can upload/enroll

Hi there, 

I need to find a way, to give a non editing teacher the right to create new users manually or via csv upload, but the total number that can be created and enrolled shall be limited.

Its for a corporate moodle instance, where each client has different numbers of students and different fees according to total number of students. To avoid the client to lets say pay for 50 students, but create and enroll 80 students I need to find a way to limit that.

Im using Moodle 3.2 and am thankful for any advice leading me towards a solution.

Giving a non editing teachers csv upload access gives them more permissions than they should really have (access all site users for example).  I would look at creating password protected self enrollment instances where you can limit the number of enrollments.
