Hello,

I have the same problem after updating from moodle 2.9 to moodle 3.3 using "clean" theme.

Roles, permissions and capabilities did not change.

Any ideas?

Same problem here. Your above suggestions DO NOT WORK.

Moodle ver 3.4.1

Admin block has disappeared from all courses pages. NOT using boost theme.

HELP !!!!
