Can I setup Paypal enrolment so that select users can bypass paying when enrolling?

You mean you want users to be able to enrol in the course for free? Why not use normal self enrolment? Is there a reason you have to go through Paypal?

Just certain users. For example, I want somebody to take a look at the course, but not have to pay for it.

In that case I would have self enrolment with an enrolment key and tell the enrolment key to that particular person. You can then still have Paypal for others in the course as they won't know the key.
