I have installed Moodle using Softaculous. Should the admin interface look like this when I login to the admin account? [see attached image] Thanks for any help.

No, it is prettier than that. It looks to me like you have no CSS being read to do the lay out. Try calling moodle28/admin/purge_caches.php
If that doesn't work you might have a permissions problem on the css files.
