Competencies

Hi there,

I'm just experimenting with this at the moment.  Seems a very powerful device however there are two faults with it that I can see:

1. Assigning a Learning Plan to a student is not easy and the menu option "Create Learning Plan" to assign a plan to a user is very misleading.
2. If the learning plan requires the student to be enrolled onto two courses surely assigning the learning plan should do the enrolments?
