Moodle doesn't do 'automatic' translation. The translations have to be provided - either within the language packs for Moodle itself or the plugins being used, or by the content author(s) for the page content.
The multilang tools then display the provided translations based on the user's selected language, from the translated content provided by the author. There is no 'translate on the fly' within Moodle.
