I'm not asking how many users my server can handle or how large a VM I need.
Just want to know if 371ms under no load is pretty typical or not.
Is 371ms within an acceptable range for time to download the dashboard on a new installation?

Hi Corey, I get 236 ms load on our production server. I would say anything under 500 ms you are fine.
You can also try out https://moodle.org/plugins/report_benchmark as that tests a lot of variables and some limited guidance on what are the expected times for those to complete in.
