Found the solution in case anyone else runs into issues. When we upgraded we actually upgraded to new hardware so the language packs that we had installed before, including English US, were missing. Adding those packs back fixed things.

yesterday i upgrade to 3.4 and get the same problem, i just install local plugin mobile additional and purge all caches now, and case closed..
