SCORM has been around and supported for a long time by Moodle core, Tin Can is a new technology and has only slight support in Moodle in the form of a plugin and is not widely supported by other tools. However it seems to be the successor to SCORM and is likely to be important in the future. You can see a comparison between the two here

In my experience you are better off using Core Moodle features as SCORM can be unreliable. One of the good things about SCORM is there are a wide selection of editing tools that can create some visually impressive results.
