Cannot enable Paypal enrolment in Moodle 2.9

My web host (namecheap) will not accept any Moodle version beyond Moodle 2.9.


I followed the instructions here:

I set everything up, but it never enables. When I look at the plugins, it is ever marked "enabled." I cannot chose paypal as an enrolment option. 

According to instructions:

Can I be certain that is where my ipn file is? If not, how do I find it?

This may have been a problem with my email account, or it may have something to do with the optional IPN.

I tried with another email address, and no IPN, and it seems to be working.
