Is there a way to have settings.php set up as an externalpage? If so, could you give some code samples?

I would like to use disabledif and I was told to use admin_externalpage for that.
Ok, I thought that externalpage was something else. Best bet is to search the core code for usages of the class, then use your favourite search engine with "Moodle admin_externalpage" etc.
