Opening IMS Content Packages to a new window?

It seems that the option to open IMS Content Packages in a new window (pop-up) was removed in Moodle 2.4? There was an old discussion topic about this but with very little information on the cause of the removal. The inline help for IMS Content Packages still mentions pop-up windows so our teachers were asking for this feature.

1) Is there a workaround to set the IMS content to open in a pop-up window?

2) Is there a reason why this was removed? Just asking to avoid opening a tracker issue for something that has been discussed already, I couldn't find anything on this in the tracker.

Unfortunately no, not yet. We haven't had much time to actively look for a workaround, so we are just living without this functionality for now.
