You've not made it very clear what you're actually trying to do with the database.
If you want to write a plugin to display reports inside Moodle, then you'll need a PHP programmer with Moodle experience (or use the configurable reports block).
If you just want to write some external queries to run against your Moodle database, then someone who can write SQL and has access to your database will do.
