Signup page same as Login page

Hi All,

Good morning! After I upgraded my Moodle site from 3.1.2 to 3.3, I found that the signup page is same as the login page. I have enabled "Email-based self-registration". However, when I clicked "Sign up", the page shows same as the login page. Could anyone help me to solve this issue? Thanks!
