Moodle 3.2.3+ (Build: 20170512)
I have installed Moodle and on the surface it works great. However, my cron jobs are not working. Whenever, I run the cron.php manually from SSH shell I noticed the highest version on PHP that I have access to is 5.5. However, Moodle 3.2 requires PHP 5.6 or greater. Is anyone else having trouble with Moodle 3.2 and 1and1 servers?

Don't have any experience with 1and1 but if they don't offer PHP 5.6 onwards then your best option is to raise a support ticket with them to see what can be done.
And while you're there, remind them that PHP 5.5 is no longer in support, so that really shouldn't be a default...
How did it manage to install if the PHP version isn't high enough?
Check to see what version of PHP is actually being used at Site administration ► Server ► PHP info
