We are using Moodle 3.2.

I want to create a quiz with a list of ten statements and three choices for answers. So choice one might be matched with statements 1, 6, 8 and 9; choice two with 2, 4, 5 and 7, and choice three with 3 and 10. Is there a way to do this?

I would just use the cloze question type with dropdowns of the three options for each statement.

Yes. Just do that. Did you try it? It works. Set it up like this

Subquestion Answer
Statement 1
Choice 1
Statement 2
Choice 2
Statement 3
Choice 3
Statement 4
Choice 2
Statement 5
Choice 2
etc.
