I want category administrator should upload new user and course. When I am creating category administrator, he can manage only already created course and users.

What setting are required for category administrator, so that he should upload new user and course.

Not sure if it works but see https://docs.moodle.org/32/en/Upload_users#Capabilities and give them the capabilities at a category level rather than site.
