Restoring Moodle run as Azure App Service

We had installed Moodle into Azure as an App Service (previously known as Azure Web Apps) using MS SQL Server in Azure. Moodle was not installed using any third-party packages but using the plain Moodle 3.2.1 installation package from here at Moodle.org. We had added plug-ins to use Microsoft's sign-in system, and everything was running using SSL secured connection under own domain name (i.e. not under azurewebsites.net but mymoodle.myorganisation.org). All was well.

Because of how FTP addresses are formed to Azure App Services (there is only one address and the prefix of user name of the user who logs in determines the exact App Service) a catastrophe happened and all Moodle files under wwwroot were deleted. The Azure backup hadn't been configured yet nor we have the conguration files secured locally. In other words, a real catastrophe.

We have retransferred the installation package and tried to configure config.php but we still get (after the reboot) the endless redirect error page.

Any pointers appreciated.
