Hello from Moodle, yes of course it can, if you haven't already purchased the license, I would recommend NOT TO, Server 212 R2 is as good in terms of IIS as Server 2016, but if you have got it already still no issues.
There is full tutorial on setting up Server 2012 R2 (Server 2016 has exactly same method), you can find the tutorial HERE.
If you watch it carefully, you wont be having any trouble setting it up.
