Enrol user for Quiz

I am using Moodle 3.2 and still learning.

I have created a course with three Topics. In each topic I have added a different quiz. Some students do not need to take some of the quizzes. I wish to enroll students at a quiz level and not at the course level.

How to enroll students selectively at quiz level only?

That is not possible.

There are things that are possible. Look at features like groups and groupings, or conditional availability.
