I am using Moodle 3.1. I am not able to add system wide categories. I added once last year though. Now trying to add one and use the category to create quizzes in many courses, but not able to add, though I tried from front page going to Question Bank> Categories>Add category and selecting Top under System.It is only adding to front page or if I go to Questions from Course page its adding as Top category to the same course but not available system wide. What Should I do? Only One system wide category we can add? Is there a restriction on that?
