Hi Holger,

If I'm correct, the competencies at course level somehow don't show up in Course Administration, but in the Navigation Block. Unfolding that will reveal the correct link just below Participants and Badges.

Thanks to Joost for correcting the documentation. In 3.1 course competencies were in the administration block. In 3.2 if you are using the Boost theme you will find them in the new navigation drawer; otherwise, if you are still using the admin and navigation block, you will find them in the navigation block.
