Moodle 3.1.1+ (Build: 20160811) Version 2016052301.06 Stable version

When creating a new Mahara assignment the maximum upload limit is 20mb - this needs to be increased on some courses.  I have changed the course upload limit to 50mb but this has made no difference. 

Also, I have changed the maximum file limits in Admin but the assignment settings still do not allow a change.  

What else should I be changing?

It shouldn't really matter about the maximum file size when students are submitting Mahara pages or collections to a Moodle assignment.

Unless they are also submitting a separate file at the same, which could be embedded within a Mahara page instead of an actual file submission.
