So, just so I'm clear, are you saying that a required rate question, when reached by a conditional branch, does not uphold the "required" rule?
If so, can you create a tracker item in the "Plugins" (CONTRIB) project for the questionnaire component and describe this? It would be great if you could provide a simple, reproducable scenario as well.
