You 'installed' the 'more' theme? It comes with core Moodle itself, so only have to activate it. Ok, I've discovered that in M3.3dev that its possible for a theme to remove the admin / nav block via a theme config.php setting, so have you made any changes to that file? Plus have you installed M3.3 by mistake?
