The only comment in the code is //Display user completion report.
What happened to the development of this page. It looks like it was abandoned 90% of the way through.
The code for this report starts on line 67, after the next comment. However, to view the report, several things must be true: courses must have "completion tracking" enabled and "course completion" parameters defined, and the report url must contain references for the user id and course id. Completion tracking is not enabled for most courses on Moodle.org, and I don't know of any courses which have completion criteria defined.

I was simply showing an easy reference point.
If you have your own Moodle site with completion tracking turned on you get a very odd page when you view it from a site context.
/report/completion/user.php?id=10&course=1
I don't know if there are any links that lead to the page in the Moodle interface....

Definitely is. It's in core so that's surprising. Are there any open issues on tracker? I've also not been able to find anywhere in core that actually links to this page... just seems like something that was started and not finished. I'd be willing to work on it but would be nice to understand the original plan for the report and what would link to it.
I think there is a very old issue here: MDL-40839
