Login to Moodle as Admin level
You'll probably be redirected to your profile /my/
Click Site Admin link
In search box of Site Administration type: 'site summary'
Click Search
That shows a couple of hits.
Front Page Settings link ... this is where you put something into the Site Summary before
Note what it says just below the Site Summary
"This summary can be displayed on the front page using the course/site summary block."
Clue ...
Go to Home Page
Click 'gear' icon to turn on editing
Left Menu
Add a block
Course/Site Summary Block
After it shows.
Move to desired location.
