There are complains of teachers that they do not see the new replies of students in forums.
Is there any option to apply to it a pop-up notifications as we have for private messages?

Hi there are a lot of way to "see" the new and unread messages :
In dashboard :
And with forum preferences
Maybe it could help or a new tracker suggestion ?
Because I think the popup is now longer available with new Moodle version (since 3.x if I remember...)

Pop up notifications are still there in version 3... have a look at user preferences:
http://yourmoodle/message/notificationpreferences.php
Scroll down to forum, and you can set how you want notifications to appear when you’re online and offline, for web (popup/message), email, and mobile device.

Check Site Admin > Plugins > Message Outputs - is 'Popup notification' enabled?
Check Site Admin > Advanced Features - is 'Hide read notifications' unticked?
'Pop-up notifications' - enabled and 'Hide read notifications' is unmarked
But still there is no ability to turn on the pop-up messaging for forum.
