I'm wonder if someone can clarify Blackboard role in the Moodle community. Are they a Moodle Partner or are they a Moodle competitor, as stated in Moodlenews?

I don't think to ask if they are a competitor is to compare apples with apples. Blackboard is a commercial licensed product which you have to pay for to use at all. Moodle is open source and you can just download and try it for 'free'.
Of course, if you are talking about a large deployment of either there are all sorts of costs and ways in which support might be organised and paid for. So Blackboard might be a competitor to other Moodle Partners but not to Moodle per se.

And to add to that, Blackboard (the corporation) purchased Moodlerooms a few years back (Moodlerooms is a Moodle Partner)
So it looks like that they always have a suitable product for the potential customer that enters the store.
If you have money and you are willing to spend it, they suggest you to get the expensive (not necessarily the best) product and if you don't have good money or you are not willing to spend much, they offer you the cheaper product.
