I am not sure if a plug-in is required. Here is how one could do this.
One you open the course, have a "pre-course" survey on Moodle turned on. In it, use an essay question to ask about student's expectations. Don't turn on other topics until the course officially begins.
There are many ways to post lesson plans. One can always use the "Page" resource, but there are other ways.
When the student completes the course, in the grade book for their final grade, edit the comment field for each student and give them feedback. Alternatively, email them feedback.
