In my University many teachers hardly understand the difference between "participants" and "enrolled users" and even more now with new boost theme that enrolled users is only available in participants menu. For instance, they don't understand why they cannot enrol users from the participants page...
IMO, these pages should be somewhat merged to reduce confusion, but I'm aware that it's hard work to implement.

I was confused at first but I saw that from the participants page in the cog there is a the enrollment page link. It isn't as nice as having it right on the participants page but still kinda in the right spot.
Previously, I thought you had to go to the course homepage, click the cog next to breadcrumbs, go to "More..." click on users and finally Enrollment.
I honestly couldn't find the easier link on Participants until last week.
