Does anyone know how to force the Navigation Block's tree structure(s) to be forced to remain always "expanded"-- if the Navigation block has been opened. That is, I do not want to prevent a user from docking the whole Navigation Block if s/he wants, but only to force the tree structure to remain expanded if the block is opened.

PS/ I am willing to tweak the Moodle source code for this one-off need, if someone can tell me what to change, although a custom CSS tweak would obviously be better. I found something apparently relevant ("forceopen" settings) in navigationlib.php but it seems to me that this would affect way too many tree structures in way too many blocks, so I am asking for guidance here.
