When you say you tried the previous instructions but nothing works...
- What doesn't work?
- Which block/s are you trying to add? Some blocks can't be used in the course context.
- Is the block displaying on any page within the course?
- Did you try the other options in that screenshot?
- Did you see any error messages?
- Which version of Moodle are you using?
- Which theme are you using?
That's not a definitive list, tell us anything else that you think might be relevant.

My Moodle is 3.2, boost theme.
I'd like to add a "Sharing cart" block and display it on all courses' main page, just like the core built-in "Latest announcements block" behaves.
I tried all the options of configuring a block and still failed to make it, and I did not see any error messages.
I want to make it, because many teachers don't know how to add a block themselves.

There's no reason why the instructions in this thread and in the Blocks documentation won't work.
Did you read the comments on the Sharing Cart block plugin page though? It seems there are reported problems with that block and the Boost theme. I would suggest you try following the instructions using the Clean theme and see if it works then. That will help you eliminate one potential problem.
On the /admin/blocks.php page as shown below. I checked again that any block I manually added with the setting of "Any type of course main page" did not display on other courses main page in fact. But the built-in Calendar block with the same setting really display on any course main page.

If you want to add Sharing cart displaying sitewide, you must add this block in the Front page (not in the course as I see in your screenshot above) and select "Display throughout the entire site"
- I've tested in my site moodle 3.2 and More theme. It works like a charm.
- P/S: Do remember Sharing cart block only display when turning editing on.
