Quickmail blocks are complete, abbreviated or missing

In trying to finesse my quickmail and solve a couple of issues I have scuttled the Quickmail block entirely for Teachers. As Admin, on some pages it appears in all its glory with the full complement of options. Other places it appears as the stunted 2 option wonder with only  Send Admin email and history. But it is there.

Switch role to, or log in as, Teacher and all sign of Quickmail disappears. Which is what I better do if I don't get it back quick.

I set everything quickmail related in in Permissions to Alllow for Teachers. My next guess is I changed something in Blocks but I can't track it down if I did.

Moodle 2.9.6+, Afterburner theme,  PHP 5.6.29

Hi Dwight, having the same problem here.

Were you able to solve it?
Here I get only the block with the send admin / history link. Set all the Quickmail permissions to allow but no luck.
