I may be a bug that \core\event\user_graded event not firing after \mod_quiz\event\attempt_submitted... I may fill a bug about it... However in this case I do not care much for that as the later event is good enough for me... But as long as I make attempts as administrator (even I enrolled to the course), those attempts all will be preview-attempts and will not fire the event... change the role to student solved all the problem...
