Roles and permissions

They should not see the Turn editing on button as a student if the role is correctly set. I suggest you reset the student role to default by accessing the student role in Define roles in Site administration and then by clicking to reset the student role. If they still have the option to turn editing on in courses then you need to check if they have other roles site wide too which might be conflicting.
