Is there a way in Moodle 3.2 to give a non-editing teacher the access to change dates and time on a test, add a Big Blue Button activity, Grade assignments and quizzes, add forums, but not be able to change the layout of the class?

Take a look at Permissions and managing permissions. You can find the page here. With links to associated pages. You would need to do a lot of experimenting to make sure you get what you want. Make sure you make it a copy of a role instead of changing the role itself so you have the freedom you need to play around with it.

Thank you, Paula, I have tried to limit the user's permissions to only have access to edit the items I have mentioned above, but can't get the settings that fine to limit only (a non-editing teacher the access to change dates and time on a test, add a Big Blue Button activity, Grade assignment and quizzes, add forums, but not be able to change the layout of the class) without it turning on editing for all activities??? UGH!!!
