I've created and imported 10 different competency frameworks in Moodle 3.2, but they're stuck in System Category. If I want to add a competency framework on a lower level (category or course), these imported frameworks don't show up as options. How do I then get the frameworks to work in the right place?
I'd like to know this too, because as far as I can tell, I think you have to redo them in the category you want them.
I thought that in a category, you add only competencies that you do not want other users enrolled in other categories, to have access to. Competencies added at the site level will be available to be added to a learning plan in any course of the site. Competencies added at the category level are only available to be added to learning plans created in courses in that category.
Maybe I'm wrong, but that seems to be the way it's working in my Moodle 3.2 sites.
If I'm right then all Joost needs to do is create learning plans where he wants to and when he adds a competency to the LP, the whole list of competencies he created, should be visible and selectable.
I think that's right Al -but if you mistakenly add a competency framework to the system when in fact you meant to restrict it to a category, I can't see a way of easily moving it?
Right, it would be nice to have the capability to move competencies like you can move a course or question when you accidentally create it under the wrong category. You wouldn't happen to know if there is a tracker for that yet, would you?

You can only add frameworks at a site or category level (not a single course).
If you added a framework to a category and you wanted to move it to the site you could use csv export / import (the import only works at site level at the moment).
Please vote and comment on those issues.
That's a real must have, Damyon, so I'll vote for that . It makes no sense to have teachers/instructional designers rebuild competency frameworks in csv so they can be imported to Moodle only to conclude that the imported frameworks can't be moved to a more appropriate position (category or course level).
A further wish would be to add the following on category level:
When managing a category, the user clicks Competency frameworks
Selects Add competency framework
Gets the option to duplicate or use a System level competency framework (select from list)
Gets the option to create a new one altogether
Also, learning plans created at a lower level than System, should be able to access System competency frameworks without having to duplicate the framework to the category. In a regular LMS setting, like a school, I imagine it would be really confusing to have all the teachers come up with their own frameworks, but they should be able to build their own learning plans from the competencies in the 'System competency frameworks' library.
Ok, so I voted the issues up and am tracking them. BUT.... In the meantime... I didn't run into this issue until after I had created all of my comp frameworks. So, in the face of having to double all of that work (hours), manually reentering every item into the category comp frameworks, my question is:
In other words, import a csv file to System competency Frameworks, then, pop over to phpMyAdmin, find the corresponding entry for that comp and change the context id to match the category I actually want it to sit under.
