I have a problem adding a file to a course. The spinner keeps going and so I never get the chance to add a file. Then all of a sudden the style of the resource addition changed. Instead of the resource selector my site went back to the dropdown list.

OK, can you open the Site Admin > Development > Debugging menu? Usually when this happens there is a file type conflict or the file is too large to be uploaded, but not always. Reset the error messages to "ALL Show all reasonable PHP debug messages"
When done, don't forget to turn it off again.
If you are not an admin, talk to the admin and ask if there is an error message associated with this or not and if so, what is it?
That is always the first point of reference.
