Cant set Permissions >> User policies >> Default role for all users

Using Moodle 3.1+

Under Permissions >> User policies >> Default role for all users

I am not able to change this setting, only None is available, no roles are shown in the drop down list.

I guess I must have made  a change that caused this , but not sure how.

I have tried adding 'System' to Context types where this role may be assigned, that did not help.

Does anyone know what I may have changed that would disable the assignment of all roles to Permissions >> User policies >> Default role for all users ?

Or ideas what is wrong or how I might troubleshoot it?

The proper default here is Authenticated user (user).

In Define roles, make sure your Authenticated user role is there and set up properly; its Role archetype should be set to 'ARCHETYPE: Authenticated user'. It should not need an additional context types or other settings as the archetype takes care of that.
